In addition, we charge Traficom’s registration fee of €21 (VAT 0%).

Language: Finnish, with support in English and Easy Finnish if needed.

You Will Receive an Official Certificate

Upon successful completion of the course, you will receive a certificate that allows you to take the exam.

Take the Entrepreneur Exam

Pass the in-person entrepreneur exam. From 1 September 2026, the exams will be organised by Ajovarma.

Apply for a Taxi Transport Licence

After successfully passing the exam, you can apply for a taxi transport licence from Traficom.

Start Your Career as a Taxi Entrepreneur

Once you have received your taxi transport licence from Traficom, you can start operating as a taxi entrepreneur.

The Taxi Entrepreneur Course is a statutory requirement for anyone applying to Traficom for a new taxi transport licence and planning to operate as a taxi entrepreneur in Finland. If you intend to run your own taxi business or work as an entrepreneur through taxi platforms such as Bolt or Uber, you must complete this official course and pass the subsequent exam, which is organised by Ajovarma.

The course provides an in-depth understanding of the day-to-day operations and regulation of a taxi business. Topics include the commercial and financial management of a taxi company, transport legislation relevant to the industry, taxation and accounting practices, and employer responsibilities such as employment law, payroll and insurance.

The 21-hour Taxi Entrepreneur Course is delivered entirely online, so you can participate from anywhere in Finland using your own computer or mobile phone.

However, the statutory entrepreneur exam taken after the course is organised by Ajovarma. The entrepreneur exam cannot be completed online and must be taken at an Ajovarma service point.

The Taxi Entrepreneur Course lasts 21 hours and is divided into three training days (7 h per day).

Once you have successfully completed the online course, you will receive an official certificate from us that allows you to take the exam. After passing the exam, you can submit your taxi transport licence application to Traficom. Once you receive a positive licence decision, you can start operating as a taxi entrepreneur.

The course is provided in Finnish, but English and Easy Finnish can be used as support languages when needed.

For the online course, you do not need any specific prior information or physical documents. A reliable internet connection and a computer or mobile phone are sufficient. Once you have successfully completed the course, you will receive a certificate from us, which you will need in order to take the official entrepreneur exam.

The statutory training and exam requirement applies to the holder of the taxi transport licence or, in a limited company, the person responsible for transport operations. If you establish a limited company, at least one person responsible for the operations must successfully complete the course and pass the exam before applying for the licence.

If you do not pass the entrepreneur exam organised by Ajovarma on your first attempt, you do not need to complete the Taxi Entrepreneur Course again. You can retake the exam at a later date.
